Marsha Chien (’12), Managing Assistant Attorney General for the Civil Rights Division of the Washington State Attorney General’s Office, was quoted by Courthouse News Service following a federal jury in Washington state’s finding that immigrants who participated in a voluntary work program while they were detained in a for-profit ICE facility are employees under state law and deserve minimum wage (“Jury: Immigrant Detainees Working at For-Profit Prison Owed Minimum Wage,” Oct. 27). “If it looks like work, sounds like work and acts like work, it’s work.”
